Basically, the Ghostface mask was a mask before Scream. The filmmakers wanted to use it, but they had to get the rights first. They didn't so they made something similar but not exactly the same.

Without the mask, they feel to human, and not as scary. I don't like to think of Ghostface as a bunch of different people in a Halloween costume, but rather a killer who always comes back, and uses different people as their identity.
