How Raiden managed to even kill Armstrong is a big mystery IMO, especially when you see how he could reattach his arm back immediately. Monsoon has a detachable body which renders him immune to all physical attacks, and has magnetic force which could potentially lift and control Armstrong's nano machine body. My only doubts are if his Dystopia Sais can even harm him. It seems to me that Monsoon is a person that takes too much finesse to kill for Armstrong.

Raiden stabbed Armstrong and that led to Armstrong's death, like it at least stunned Armstrong enough for the finisher. I think if Sam stabbed him he could've taken him out, Sam gave more of a fight than Raiden, considering Raiden was a full blown overpowered Cyborg. Sam just wore an exoskeleton and he gave Armstrong a run for his money.
