I want to book a tour in January and give it as a Christmas gift for my sister in law. She has bad knees and can't do stairs (a couple okay, but not a staircase) are there stairs to climb during this tour?

Yes there are and it's quite a few and they were steep and they even tell you to walk sideways when going down. So you might want to be careful of that.
