Administratively, it is part of the Eastern Area of Cairo city, but like all 'New Cities' in Egypt, it is administered by the New Urban Communities Authority. The city was established in 2000 by merging three 'new' towns, originally on an area of about 67,000 acres which had grown to 85,000 acres by 2016. In 2024, it had expanded further to 99,814 acres.
